Russia has moved closer to establishing its first comprehensive framework for the crypto market. The State Duma approved the digital currency bill during its second and third readings on July 21.

The vote comes as the United States continues negotiating the CLARITY Act. The US bill seeks to define oversight responsibilities between the SEC and CFTC, but it has not cleared the Senate.

Russia Crypto Law Reshapes the Crypto Market

The Russian crypto law establishes rules for exchanges, brokers, digital depositories, asset managers, and other intermediaries. Companies offering exchange services must eventually join a special regulatory registry.

Existing operators receive a transition period until July 1, 2027. Most provisions are expected to take effect on September 1, 2026, subject to further legislative approval and the president’s signature.

The framework also gives the Bank of Russia a central supervisory role. The regulator will oversee eligible market participants and determine how approved digital assets reach investors.

This could move the crypto market away from informal platforms and into licensed financial institutions. Banks must also reject transfers linked to unauthorized crypto exchange businesses.

Nevertheless, Russia continues to prohibit cryptocurrency payments for domestic goods and services. Businesses cannot advertise digital assets as a payment method inside the country.

The legislation allows approved digital currencies to support selected foreign trade transactions between Russian residents and overseas counterparties.

This provision could increase demand for regulated custody, transaction monitoring and settlement services. It may also expand corporate use of liquid digital assets in international commerce.

Russia has explored alternative settlement channels as access to traditional international banking systems becomes more difficult. The new framework creates clearer legal conditions for those transactions.

However, the law does not introduce unrestricted crypto adoption. Its focus remains controlled market access, regulated intermediaries, and supervised cross-border activity.

As per the Russian crypto bill no. 1194918-8, non-qualified investors must complete special testing and can purchase up to 300,000 rubles in eligible cryptocurrencies annually through each intermediary. Qualified investors receive broader access after meeting regulatory requirements.

These restrictions may limit immediate retail trading volumes. At the same time, they could concentrate liquidity among banks, professional investors, and large financial firms.

CLARITY Act Delay Highlights Regulatory Gap

Russia’s move creates a notable contrast with the United States, where lawmakers are still negotiating the CLARITY Act.

The US proposal aims to establish clearer boundaries between the SEC and CFTC authority. It also includes disclosure rules, consumer protections, and compliance standards for centralized crypto businesses.

Various media reports confirm that Donald Trump accepted a proposed ethics provision on July 20, removing one major political obstacle. The legislation still needs enough Democratic support to reach the 60 votes required for Senate passage.

For the wider crypto market, Russia’s framework may have a greater structural impact than an immediate price effect. It can support regulated trading, institutional custody, and cross-border settlement infrastructure.

The CLARITY Act carries broader importance for global capital markets due to the size of the US financial system. Continued delays leave American exchanges, token issuers, and investors without a finalized national market structure framework.

Crypto Market Faces Institutional Shift

Overall, Russia’s new law could push the crypto market toward licensed exchanges, banks, and regulated custody providers. Retail purchase limits may reduce speculative activity, while clearer rules could attract institutional investors and support cross-border settlements.
